A federal judge has struck down Illinois laws allowing certain illegal immigrants to receive in-state tuition rates and state-funded financial aid at public universities.
U.S. District Judge David W. Dugan ruled that the state policies violate federal law by giving benefits to illegal immigrants over out-of-state U.S. citizens.
